Pretty sure he's taller than 5'. He'd have to be pretty short for his head to be 3' off the ice even if he's on his knees.

Even at 4' or 5' his head wouldn't be in the high sticking range.

Ehhh, you keep saying this like it matters and I don't think that it does. A player must be in control of their stick at all times (follow throughs are the exemption) and the stick can't make contact above the opponents shoulder.

Yeah, the more we discuss it, the more I'm thinking I was wrong. Like 100% of the time that you see the situation, it's the "victim" who is falling and it's not a penalty. This is the first time I recall seeing the "offender" on his knees as well... but I guess Dobson's stick is above his shoulders so it should be a penalty.
