The whole thing is very kremlinesque. It's all a psyop meant for domestic opinion management. The core intent is to make people so unable to know the truth that they stop trying and become deeply apathetic about politics.

That it looks ridiculous to anyone who knows anything at all about the world is besides the point, it's not for us.

A lot of it is “audience of one” type shit too. They know their Tsar is glued to his TV and social media all day watching them and that keeping their current jobs depends on saying exactly what he wants to hear.
