At least in how it's viewed in a legal sense. If you have the latter you cannot be held responsible for your actions legally. If you are simply an un-empathetic prick, you absolutely will get tried and convicted.
 
Greece is a leftist, or more correctly a "gim'me" country. The political correct elite don't want to look out of step with their EU counterparts (big fat burro'cracy jobs at stake) so about 15% of the Greek population is now holding their noses and supporting a nazi paraphernalia waving far right party. If a real anti-horde party rose up, it would win by a landslide.

It's so easy to brand those who oppose gypsies and illegal immigrants as "racist"
.....until you live in their shoes and have to deal with them literally camping in your back yard and in your face. Last year, a gypsy woman threatened that she will "get a knife and commit a crime" (exact translation) if the doctor didn't treat her daughter stomach pains IMMEDIATELY. Right in front of me. I was concerned, doctors weren't. Apparently it's just another normal day in the ER. To top it off, they pay NOTHING into the system while my 88-96 year old parents pay 1200 Euros for medical coverage.

Toronto mayor Rob Ford's chief of staff no longer in office (Ford-Chief) TORONTO - The chief of staff to Toronto's embattled mayor is no longer in the job.

Mark Towhey left city hall a short while ago escorted by security.

He did not say why he was no longer Ford's chief of staff, but said it followed discussions earlier in the day with the mayor.

He said his leaving did not come as a shock.

Towhey refused to say what advice he had given Ford about an alleged videotape that apparently shows the mayor smoking crack cocaine.

Ford has been dogged by the allegations for almost a week, but has said little about them, beyond calling them ``ridiculous.''

Going back to the hacking....

All this took several minutes. Why didn't ANYONE step up? Sure, no guns handy but what about cars? Motorcycles? ANY effen thing? Are they "and we" so pussified that "taking action" means phone cameras and complaint departments?

As a certified caveman, I guarantee you if I see someone hacking at someone with a meat cleaver, their wearing Michelins.
