If for some reason, McConnell can no longer serve and steps down, the Governor of Kentucky would be able to appoint a replacement senator until the 2024 election.

The current Governor of Kentucky is a democrat.

in any event, as evil as he is (and he is among the most evil), he is better than Rick fucking Scott.
 
Several states have enacted similar legislation but, to my knowledge, it has never been challenged.

However, Article 2 of the US constitution is crystal clear:

When vacancies happen in the Representation from any State, the Executive Authority thereof shall issue Writs of Election to fill such Vacancies.

Thus, the state law regarding a federal Senate post may be in fact, arguably unconstitutional. Being a noisy issue, in Kentucky's case, by the time the Supreme court heard the case, the position would be filled by the 2024 election.
