Putin is already doing everything he's willing to do against Europe. GPS jamming, damaging seabed communications cables, cyber attacks, using political intermediaries in EU countries to stir up shit, etc, etc. The conflict is everything other then kinetic, and Europeans have woken up to that over the last year imo. Vlad has nowhere to go with it other than shooting, but shooting at Europe brings this whole thing to a screeching halt within 6 months. He knows this, the Europeans know this.
