Yeah, but that's IT development when you can't just order shit off of the shelf.
I mean, the NHS tried to digitize patient records, the project was a huge flop and it cost 13 billion pound, so like 20 billion cold pesos. Shit the Conservative's payroll fuckup from the Harper years was 2B lit on fire.
That's not to excuse it, any time public funds are wasted we should investigate it. But the results are usually boring shit like politics leading to mission creep or shifting requirements that required costly re working of shit already done to make some other office happy about some shit and the bloat gets out of control over the course of years and multiple people having it as part of their portfolio.
