They likely wouldn't and couldn't come back under the current economic model so my assumption is that any scenario in which the Expos could reappear would be one in which there is a hard cap and real revenue sharing like the NFL has. And were this to occur then the Expos would, in fact, have a very good chance to win.

MLB players will NEVER agree to a hard cap their union isn't a house union like the NHLPA. MLB owners aren't pushing for one either. I have never thought revenue sharing was a good idea, why should say the Dodgers or Giants have to give money to a team who will use it to try and beat them.

50 mil to 250 mil payrolls

Half the league is done by June , absolutely ridiculous

Drop games to 140 and have half the teams in the playoffs like hockey

Figure a way to get your revenue up from the playoff push
 
will never drop to 140, was 154 iirc before 162. Getting them to 12 in the playoffs was a push, I agree should be more but baseball changes at a glacial pace

Because you can't have a league with only 3 or 4 teams in it, that's why.
