It's difficult to balance so many characters despite the success Marvel has had with it. They've been very hit or miss and haven't struck the right balance.
Rebecca was way better as Mystique and she was actually a bad guy.

It's not that he should be cool, but the Cyclops character is supposed to be a consummate leader and a top tier tactician. Basically he's a mutant an angrier Captain America without the flippy spinny shit, who shoots lazers from his head.
