Putin says a lot of things.

Until he's ready to make concessions, this isn't over. Shit, if Russia seems like it's on the ropes, the Ukies might insist on full territorial integrity. They've only ever discussed the current frontlines as the line for a ceasefire, not for peace. For peace they're going to want their territory back.
 
Seems he's dragging things out (in an effort to keep his wellbeing?), with no regard for the overall state of Russia. I wonder how close he is to catching a bullet.
 
Nothing new really.

For literally years now, Putin's been trying various ways to get the Ukranians to stop fighting them and agree to freeze the current lines of control. And Ukranians realize that's no different than permanently ceding the occupied territory to Russia and will embolden them to eventually try to seize more territory at some point down the line, once they're ready.
