I'm not saying it's not possible... I just think he's likely on the outside looking in. There is definitely merit to your theory though.

Worried about a Price starter. If anything he should have a very short leash.
Seen that guy meltdown far too many times.
I'd prefer Price get the rest and stay home myself. Let Crawford go.
Based on merit, they don't belong on the team. But especially in net, Team Canada seems to like nothing better than to pick big "name" goalies. I wouldn't be surprised at all to see both on the team.Ward and Luongo simply don't belong in the conversation for team canada. They haven't even been average NHL goalies in quite a while now.
Last 2yrs:
Luongo: 44gms, .909sv%
Ward: 31gms, .908sv%
Last 3yrs:
Luongo: 99gms, .915sv%
Ward: 99gms, .913sv%
Even their NHL teams should be searching for an upgrade in net, never mind Team Canada.

Out of the 17 Canadian goalies who've started at least 10 games this season, Luongo ranks 11th in save percentage. Last year, if we looked at Canadian goalies that started at least half their team's games, Luongo wouldn't even make the list, as he only started 20 out of Vancouver's 48 games. But if we counted him anyways, he'd rank 8th out of 10 Canadian goalies.Who else do we have?
I think it will be Luongo bu default.
I'm not so certain. Team Canada tends to familiarize themselves and become beholden to certain players and Ward strikes me as one of those select players who has ingratiated himself with Hockey Canada's management for whatever reason.
He's been a mainstay on squads from the World Juniors all the way up to multiple World Championship appearances. Just a hunch on my part with no real other reasoning behind it. The Stanley Cup pedigree likely contributes to his perceived value too as does the Conn Smythe win for obvious reasons.
