Yeah, these pups are all over the place; no sense applied when smart spaying/neutering made good sense, plus no plan B. Another example of SF City Hall shrugging its shoulders and approving (illegal) ops ignoring cost of taxi drivers' expensive-assed taxi medallions (which became $$$$$ deadweights), plus public transportation, which has sucked for years due to neglect.
