The probable scenario was that Tampa went to Raddysh with their contract offer. Raddysh's camp probably responded with "we are going to free agency", so Tampa knew that they would get nothing in return when he walked on July 1. Further conversations ensued, a deal with Toronto was made, and you know the rest.The other interesting thing about the Raddysh sign & trade, was that one of the most well-respekted managers in the NHL (and in our division) needed to put pen to paper for John Chayka, supposedly one of the least-respekted managers in the NHL.
Tampa could've dragged their feet, they could have asked for more, they could have out-and-out refused to make a deal with the Leafs. Instead they took a late pick, and did the deal early.

One of the street hockey guys today (Kings fan) was going off about how much he hated Hiller. Said he’s not offensive minded at all, leans defense big time, and makes terrible decisions in the clutch. He said we should expect our offensive game to suffer a lot. I told him everything I’ve seen seems to show that the numbers were very good in LA and that maybe it’s a personnel thing, but he was having none of it.
