I agree, but that doesn't mean they're going to blow it up. And, quite frankly, they don't really need to in the way that a team like the Habs would. Tampa is a desirable free agent destination so they will never have trouble convincing elite players to go there. Tampa doesn't need to go with rookies. They can re-tool with veterans pretty much every year.

And then he’ll sign elsewhere this summer to get paid and play for a good team.

Sure but they have limited prospects and draft capital to work with
Plus they are capped out so funds will be hard to come by for a few years
Every player cant go to TB or Florida in a hard cap world , maybe you add a player but its not the NFL where you can wipe players off your roster in a second and add a dozen in UFA
