The ice at Northlands Coliseum used to be consistently the best in the league. But Rogers Place is a lot busier than Northlands was so the ice takes more abuse.
Still, the Bell Centre is one of the busiest arenas in North America.

Aren't these also the 3 coldest cities in the NHL? Kinda surprising that the climate outside the building plays such a huge role still

Yep. Sharing with an NBA is a major factor. Also, you'll get more concerts in bigger cities as well.
