Yes. Due to injuries you have to look twice at Tua. ALL THINGS BEING FUCKING EQUAL (you obtuse Muppet, why do I have to point this out multiple times for you), Tua is the better QB. He has the arm to go down field, has the accuracy and is far more mobile than Herbert, who has also had two concussions.

For the love of Christ they're both in the 6-10 range. Neither crack top five.
