Parenteau was so awful as a player (in their estimation, not mine) that after one season with the club during which he had various injuries, they bought him out at a cap cost of 1.3333 against the cap this year and next.
With the savings 4-1.3333=2.67777 or something there abouts, last Summer Bergevin traded for Kassian and signed Semin. Now granted, Prusts' 2.5 salary was moved out in the Kassian trade, but Parenteau was their "big" UFA forward acquisition in the Summer of 2014, to replace Breire who was the "big" UFA acquisition in the Summer of 2013. So while there were other parts involved, the fact is that he sent Parenteau on his way and "replaced" him wiht a combination of Kassian and Semin.
Kassian had substance abuse issues, was out drinking and got in a car accident (which he wasn't driving in I feel compelled to add) and they jettisoned him off to eventually bring in Ben Scrivens at the same cap hit.
Semin was new to the team, and after a 9 game winning streak to start the season, after one loss, he was scratched and never really regained his spot in the line up.
Now we can argue all day about whether or not kassian or Semin would have helped this team but they opened up 2.7 in cap space by buying out Parenteau and they basically pissed it away completely. And not only that, they pissed it away on 2 big question marks.
If you want to talk about a line of horrible asset management, start at Erik Cole and go from there. And the sad thing is it doesn't appear like Bergevin is learning from his mistakes.
