Seems from a distance that this part is more the problem than the specific choice of manager.
Yeah this is often the narrative about Levy in the press & on twitter, but in reality he often gets his managers damn near anything they want within reason.
We are a self sustaining club so we cant afford to spend like the oil money clubs, who are ostensibly state run sports washing operations. (most importantly we can’t spend and miss, only to spend again the next window to paper over it….like many of them do.)
Conte likes spinning the idea he wasn’t supported, but we spent like £200m for him buying the likes of Richarlison, Kulusevski, Bentancur, Pedro Porro, Perisic, Lenglet…which doesn’t take into account landing Romero a few months prior to his arrival. (Moves like Udogie, Spence, Bissouma, Pape Sarr….which all looked to be good business at the time, and for the most part still do…where more Paratici/Levy moves for the long term, and gambles on upside…but that’s also how a club with Tottenhams finances should be operating, imo)
Now…Joe Lewis can absolutely be given stick for being a multi billionaire who never invests a dime in the club, but he also does take any of the money we make out…every bit of profit Tottenham make, go back into the club and as a result we now have arguably the best football stadium on the planet, and best training facilities….so the club as a whole has grown enormously, but we still aren’t in the same stratosphere as the Man City’s, Chelsea, PSG, Real Madrid, United*, Barca*, and now unfortunately Newcastles…who are basically playing with a up up, down, down, level cheat code.
To find success, Tottenham need to thread the needle like the Liverpools and Arsenals of the world, where you’re nearly flawless in recruitment, coaching, and the academy all at the same time, so you can compete with the folks massively outspending you.
*to their credit, the insane money they spend their clubs have actually generated from their own insane revenues.
